CSSA Conversion Methods Question (1 Viewer)

Here is a question I came across in the CSSA paper:

Over the last year NSW Transport has introduced a new ticketing system called the Opal Card. The system was first introduced on select rail lines, and only to select commuters (Adult). It was then expanded to all stations on the Sydney rail network and all commuters including pensioners, students and children.

Which of the following options most correctly identifies the conversion method?

(A) Direct Conversion
(B) Parallel Conversion
(C) Phased Conversion
(D) Pilot Conversion

Thoughts? I'm really curious as to what other people think...

Why can't it be (D) though? The new OPAL system was introduced to select commuters (Adults) and was then expanded because it was successful, it could be pilot or parallel but it seems pilot is the most likely answer...

That's what I got. Apparently you were supposed to infer both systems were running at the same time and select parallel...
If it was the HSC I think they may end up paying D and B as answers

I went over this with my IPT teacher (Senior Marker for IPT) and he said the Answer could be both, but the answer SHOULD have been D, since it doesnt mention that they systems run side by side (it makes sense, but the question does not specifically state it)
