Apparently they can never specify mod c texts in advanced because all students do the same question of people and politics, and the same goes for the other option. Is this so?

Take a look at the BOSTES past papers. That should clear up any confusion.
2014:

Basically, all the questions for all texts would follow a general 'theme' but the specifics of each question would be different according to its respective text. For example:
2014 Mod B Questions:
In your view, how does Shakespeare’s portrayal of the complex nature of revenge contribute to the enduring value of Hamlet?

In your view, how does Winton's portrayal of the complex nature of family life contribute to the enduring value of Cloudstreet? etc.

Notice how both questions are broadly similar in that they test the students' understanding of enduring human values, but the specifics "complex nature of revenge", "complex nature of family life" are different.

He is talking about module C.

There is a common question for either elective in module C that is non-specific to the prescribed text(s).
