That's not the change. That's always been there. For some courses, no mark is entered, only a grade. Those are the marks used for calculating the wam. You don't actually receive those marks.
The change is with note 2. Previously, if you transferred from a different program authority, your wam would be reset. Now credited courses will be counted. An example would be doing a science degree with math1a, then moving to engineering which also needs math1a. Previously, your mark would not exist, nor would a grade. Now your grade and mark would also transfer over.
This is generally a good change since you've probably well in courses you want credited.
