If someone wants to do a second undergraduate degree after their first one will the university look at their ATAR or their GPA?

Does this mean a GPA of 5/7 will only be seen as equivalent to getting 65% for your ATAR?
If you mean 65 ATAR then no. A GPA of 5 on a 7 point scale usually translates to a credit average which is generally enough to be an able to transfer to most courses.

It depends what you are studying. I applied for Design (Visual Communication) as my second degree. Entry was via a personal statement, portfolio and an interview. My ATAR was way below the entry mark. I'd recommend calling up the faculty that you are thinking of applying to and having a chat about what exactly they are looking for.
