hey legal measures are in both domestic (statute and common law) and international law (traties etc.)-- international is effective in enforcing laws once ratified into our domestic law -- they both are effective because they enforce laws on the citizens of the country

non-legal measures: media (focus the worlds attention on a human right issue and encourage netions to come to the aid of groups suffering from human right abuses)

high-profile individuals: they identify the HR problems and get the world to notice (e.g. Angelina Jolie is a UN Goodwill Ambassador for UN High Commisioner for Refugees)

business groups: they finance plans to help HR abuses

lobby groups: thye constantly lobby Government'a to observe human right abuses + rely on naming and shaming and offending Governments to ensure some sort of action

non-legal measures are comparitively more effective because they recognize the HR abuses and work towards fixing it etc.

hope i helped

The media, politics, businesses, governments, trade unions and non government organisations (NGOs) are non legal measures.

Legal measures include laws such as common law, statute law and constitution, administraative bodies such as the human right commission and international law such as treaties, decisions of the ICj, international customary law, legal writings.

hope that will help as well.
