I've already messed up my atar, so my only chance to get into UNSW is to go to either a 95 atar I.T. course at WSU (through a scheme) or a 75 atar I.T. course at Macquarie University. Which option would grant me a greater chance at getting into UNSW through a transfer?

As long as your marks in your first year of uni are good enough, you should be able to transfer regardless of which course you choose (although the 95 ATAR course, which I'm assuming is some sort of advanced degree could be given more attention, but I'm not too sure).

Since both degrees are IT related, I am going to assume your dream course at UNSW is also something to do with IT. Course relevance and first year uni marks are more important than your ATAR mark and lastly which uni.

It really doesn't matter if it is WSU or Macquarie especially considering the lack of int enrolments and govt funding cuts. Domestic enrolments will increase in volume. UNSW will want students.

I feel like you are better off finding out if it's easier to get D/HD in WSU or Macquarie...
You will be fine! :)

This I would say is inaccurate. Reason being the easier it is the less value it holds. I’m sure UNSW knows what grades are considered equal in different unis to the grades required to get into UNSW.

I second that. Still, getting D/HD's and maintaining a high GPA at both of these unis is most likely perceived positively by UNSW. So OP shouldn't worry too much as long as his grades are high enough.
