In my opinion, it was the occurrence of the division of labor that formed the government, as, in hunter gathering society, different people had different roles in the hunter gathering society, with some taking the lead of hunting foods, or some taking the role of taking care of kids, some collecting other foods such as berries and some creating other things that could help in survival, such as houses or clothes. When some others find things that can make lives better, they can hire people to help produce the essentials for him, while providing the people that he hired with enough essentials to survive, then when he got wealthy (of the essentials) enough he can hire others to protect his things from the others.

It depends on the definition of government. Modern/colloquial definition most commonly refers to an org that governs a country. In this case, government only began in the west when nationalism started becoming an actual thing. Also we must consider the notion of a country. Western people did not identify themselves with a country but rather a local community until unification of populations in late first millennium European Wars. Now, were the local community’s states/communities/councils or countries?

As u can see everything is semantics and everything depends on semantics. Now how do we not fall into the trap of semantics?

Why are you speculating when research on this topic exists?
