I think you need to add 2 rather than add 1, since the remainder is 3 and if you add 1 there can be candidates with equal number of votes

you multiply 256 with 15 and you get 3540

youre left with 3 other votes meaning, 2 people got 257 and the final one had to be 258 minimum.
