I don't get how to do this question. To find the max horizontal range I would use the R=v*v*sin(2a)/g however, the launch angle is 0 so it is deemed pointless and I thought that I could maybe find the time and then solve it but I don't know how I would find the time.

The mistake you made is you assumed the range equation without accounting for the constraints. The range equation you gave only works for a very specific case which is a projectile fired on a horizontal plane with no air resistance. Try to solve it by finding y as a function of x and substituting y = 0 and solving for x / derive the range equation with these constraints in mind.
