my best guess is that the window for having ships enter under the bridge is between 2am and 8pm, which is a window of 18hrs
and those three solutions are the ones which allow that (hence the third solution being t=15hr54min (equivalent to pi/6 t = 3pi-1.099 as you've highlighted)

ngl I wouldn't see that in a test lol but I think that's how you approach it
