i think you're probably correct according to the publically available ranks but if we count the schools that do the hsc from overseas as well as the schools that don't function like normal schools, there could be more places that do the hsc that aren't counted in the ranks

i colour coded the 2023 statistical bulletin. pink are the categories in which a majority do the hsc (few of them are ib and non-hsc im assuming so its not all of them), and blue are the ones that potentially have a few hsc enrolments, e.g. there are government SSP schools through which kids in juvie can write the hsc, there are also a lot of overseas schools that write the hsc as well but are probably not counted within the ranks
so just the pink ones added up is 822 but like we said there are a lot of ib and non-hsc schools, but then special schools, ssp schools and central/community schools could also add to that amount (blue adds up to 251).
so technically if we count all the schools overeas doing the hsc and other places too it may add to more than 570 or whatever number you guys were thinking, its just that they won't show up in the ranks bc the ranks don't show all schools writing the hsc, they just show top schools in nsw by hsc mark and don't extend past 500 and whatever most of the time.
