Well HCl and NaOH would neutralise each other at the same conc and added Na2CO3 would make it basic, because CO3-2 is the conjugate base of HCO3-1 which is a weak acid, it is strongly basic. And Na is the conjugate acid of NaOH which is strongly basic, so Na is a weak acid. Hope that helps :/
