Neg. Noone has EVER gotten 100% in all of their subjects. Pretty much ALL subjects scale down... if you get under 90. Anything over 90 won't scale down.

It's not rubbish though, so no. The reason why people who do those subjects tend to get shitty ATARS is because they are usually the underperforming or less capable students. I know more then a few people who have done general maths or CAFS, either that or no maths or sciences and gotten over...

It means you should do at least Standard in order to know how to approach various texts and documents for study as well as how to write essays, papers, do tests etc. Of course not all courses need this but as you're at uni there will be a lot of writing- ESL might not be appropriate. Not sure...

Not a good idea, at all. But I'm sure they have.

A lot of universities say that ESL is not considered to be suitable preparation for their programs. Better check this before deciding whether or not to change.
