Terry Lee's 'Fundamental Mathematics' covers this topic very well. Includes methods not in the other textbooks and plenty of challenging questions. Also has solutions with the book.

I wish Australia (Sydney) would, but I honestly don't think we have the appropriate infrastructure to make it a good one. I don't have confidence that we have the money to build it in time either.
