Cut-offs are determined by the number of places that a university offers, and the caliber of the people applying for that course. Essentially, it's supply and demand. There's no way to tell whether the cut-off will go up or down.

It might get you bragging rights, but a state rank will in no way affect your UAI. The 99->87.6 is referring to the person who topped the state in the subject. The UAI is calculated from the aggregate (addition) of the scaled marks. If you really want the state rank go for it, however your time...

According to the scaling table A3 (for 2007), a 99 scales to 87.6, a 94 scales to 80 (this is the 42nd position/4210 students) and an 89 scales to 66.4 (position 421/4210). http://www.uac.edu.au/pubs/pdf/tsc_report_2007_fin_web-sep.pdf Drop it.
