Some pubs and clubs offer party zones, they also include underages till a certain time
A good thing is to rent a local hall. Some friends have done that in the past. They generally go off. Hire a DJ, security, etc...

Looks like you're not getting into UTS :(
Insearch is good, its run by UTS so you get a feel of Uni life. However, its really expensive and you still aren't guaranteed a place in undergrad
Canon only has Image Stabilization built into the lens and not in any camera body
In-lens IS is arguably superior, especially with longer lenses
Overall there isn't much of a difference
The Canon 450d is good value with nice IQ
Kit lenses might suffice whilst learning. However, compared to most other lenses they're shit. You defo get what you pay for
Don't forget a tripod, memory card, bag, etc...

Good glass is arguably more important than the body
Yes, you can hand them in as they are
However, your work might become creased and have daggy corners, etc
Framed or mounted looks more professional, plus it helps protect the art from damage
