it really depends on the country and the university you are applying for but most require that exchange students have a credit average (65+) or greater. this can be 'bypassed' if you have a really good reason for going on exchange such as your heritage, etc.
The article just states that they've "endorsed" the building. I'm assuming they would need local council approval?
