nono...what i meant was Stagflation is both rising unemployment and inflation but since in this question unemployment is rising by 5% each year whereas inflation went from 2% down to 0.98% it is NOT stagflation

i think what was meant by inflation lowering is that in year 2 it was 2% whereas in year 3 it was 0.98%
