It would mean the water level is decreasing at a decreasing rate.

i.e dy/dx < 0 , d^2y/dydx^2 > 0

If people have water restictions and there taking effect then the rate at which the water is being used is decreasing, but speed of rate (so to speak) is increasing

dy/dx<0, d^2y/2x^2>0, the guy above had it right but his logic on the concavity was wrong.
