I'm not sure, but I think what Katie Tully was saying, was that there is a relatively high proportion of Indigenous Australians who do not know that rape is illegal in contrast to non-Indigenous Australians. (Of course, I'm not entirely sure.) Also though, it's not disputed that sexual abuse etc. occurs at higher rates in Aboriginal communities than non-Indigenous ones.
