Well then the government would need to provide a specific court simply for abortion purposes. With the current court system, by the time it comes to the woman's turn to prove her case, she would have already had the baby.

If a man removes a fetus from a woman without her permission, it is murder.

If a woman removes the fetus without the man's permission, nothing happens currently. This should change.

I'm not against abortion, I'm just saying both the mother and father must be in agreement. Otherwise a court must decide.

FYI if you actually read the full chapter, this is literally an expression of the anger of the individual author against the people that committed atrocities against his people (including babies). It's not sanctioned and thus not actually intended to be a commandment for Christians to go out and smash little babies against rocks
