He probably means under 30% raw.

30% raw would get you around 60 - 65 aligned mark (the mark which is displayed on ur sc results paper)

it's impossible to get like 30% for aligned marks, because that would be equivalent to 2-3 marks out of 100, or almost the equivalent of only attempting a few questions...

As for the original mark, 30% would be pulled up to a band 2-3 because it states that at least you know something from the course, while a band one would be 25 marks or even way less.... (since the SC is aligned up to make the state look good) =P
