Either 0 % or 100%.

If you are not entitled to any special entry scheme (eg low SES), and you are below the cut off, then 0%. This is what a cutoff means.

If you are entitled to some concession due to some special entry scheme and those concessions give you at least 0.5 points, then 100%.

Not really. If you think about it, Uni is a business --> making money. Below a cutoff by 0.5 in bachelor of science would still most likely get you in, since there most likely will still be some spots left to be filled in the course. Check the sydney morning herald post about uni accept students atar as low as 30. Then search for unsw on science. If i remember correctly, it was around 30% of the students doing that course had below the atar cutoff.

It's because there are bonus points offered for that course, of course students would have an atar below that cutoff. Seriously, not targeting you, but the article is especially misleading because it does not take into account of bonus points, which the majority can have at UNSW. That's why there aren't many students that are doing a course below atar cutoff at USYD than UNSW.

But usually if it's 0.5, they still wouldn't accept you.
