Unless they are actually engaging in sex it isn't illegal, it's just a bit weird, what would a 27yr old want with a 13 yr old if it's not sex is beyond me, but if they are just inlove then well, it's olny 14 yrs different and my dad is dating a woman 17 yrs his junior so yeah. Just warn her about the dangers and have a chat to your friend about it, cause best case senario they may be really into each other, and he may be willing to wait three years till it is legal.
