why is a metal in a high oxidation state a powerful oxidant?

specific reference to transition metals as compelx ions is good...more aimed at chem of art ppl but heaps of you leets out there can gimme an answer :)

:p anything at its high oxidation No. is a strong oxidant especially those with high and moderate electronegative eg:ClO4- coz they simply cant "give" any more e :p
for those like CrO2 it may be becoz most of its electron has been attracted to O atom thus the Cr atom appear "possitive" thus increase its moderate electronegative to a high value thus become a strong oxidant.
