There are two ways you can go about this question:
1) Analyse the cause of the current account deficit [CAD] (body para one) and then the cause of the foreign debt [FD] (body para two), then followed by the analysing the effects of the CAD (body para three) and the FD on the Australian economy (body para four).
2) Analyse the cause of the CAD (body para one) and the effects of the CAD on the Australian economy (body para two), followed by analysing the causes of FD (body para three) and the effects of FD on the Australian economy (body para four).
Personally I prefer the second method, as it seems more logical.
P.S. My little trick with the term 'analyse' is to explain, and to then talk about two implications. This would be particularly helpful for the effects part of the question.
