If it was after scaling, wouldn't this make higher scaling subjects too easy to get Band 6's in?

There's no relationship between band 6s and scaling as far as I know, only band 6s and aligning.

You mean aligning. Scaling is used by the UAC to determine ATARs, not the BOSTES to determine marks.
----------------------------------------
Aligning is the process of setting benchmarks for the bands based off your raw marks.
e.g. In the 2016 Physics exam, you needed a raw mark of ___ to get a band _
80 to get a band 6
61 to get a band 5
50 to get a band 4

What happens is, your mark is adjusted according to the alignment.
The 80 becomes a 90
The 61 becomes an 80
The 50 becomes a 70

Which are, as you would hopefully know, the cutoffs for the bands after alignment.
