Depends on externals but you can get 99.80+, bad school rank, 99.50+ if you work hard for external exams.

like iruler said ur fate is in ur own hands, if u do well in externals you have no limitations on ur atar.

If you look at OP he is ranked pretty much first in everything. Therefore he can really control what his ATAR is.
