Honestly, I don't fully get it either.
It could have had something to do with how close the top 3 ranks were (1 mark difference internally). My friend who was ranked 2nd came 8th in the State for Modern
If this helps:
ALIGNING gives you an external mark which when averaged with your assessment mark gives you a HSC mark.
I got a HSC mark of 98, checking the UAC A3 table, I could see that for the purposes of the ATAR, that 98 became 100. That's what I'm talking about in terms of scaling.
[edit] And yes, I was told that my raw mark was 100.

SCALING applies to the wierd and mysterious things the UAC does with raw HSC marks.Anyway, if you were 3rd and got scaled up to 100 due to the raw mark
