What does it mean by "this causes the walls to release radiation at a different wavelength and establish an equilibrium situation"? I know what an equilibrium is but between what? Also, what is meant by "equilibrium temperature"?

Is it just basically higher temperature=higher frequency?

Don't know what was written before it, but it is probably referring to an equilibrium between the radiation in the cavity and the enclosure. By definition, BBR refers to radiation which is in thermal equilibrium with the enclosure.
