A 16 year old can CHOOSE to join the RFS, yes sure you need parental consent but for the defence force, if you have reason its not needed.

Looking at younger children

It's child abuse for a child of 8 years old to be kept in a house that is faced with serious fire danger, and if their parents won't remove them, the child should be forcible taken from them and placed into care for the duration of the risk.

If I said yes to an age limit, then why not consider controlling the senile, insane and disabled?

The senile and insane are commonly institutionalized against their will.
