Can never login (1 Viewer)

So when I try to download a file, it always goes to the "you need to login". So then I click on "login" and for some reason it has the welcome page with my username and everything. However, when I go back to download the file it still tells me to login.

Identical problem. Extremely frustrating. What would be the rationale for keeping the two areas separate anyway.
This problem is clearly longstanding. Sigh.
