is the syllabus gonna change at term 4? for the next HSC student?

If you have a new syllabus in Year 11 there will be a new one for the Year 12 cohort the following year but if the Preliminary course is the same as last year's then next year's Year 12 syllabus would be the same as this year's course.

Yes, you will be doing Belonging. The curriculum is most likely to be changed in the year 2014 in lieu of certain rumours, which did say that 2012 would be the final year for it. But either way, you should be all right, as there are a lot of resources for Belonging now and a new curriculum will give you a lot more freedom.
