Okay, du question ay. Well, start with making y the subject and this will allow you to have $3y=2x+6$ giving us $y=\frac{2x}{3}+2$ point P can be anywhere on the line. Now Q is where you want the line OP to be divided 3 to 2 internally so what happens is that we will pretend that $OP=\left(x, \frac{2x}{3}+2\right)$ and since OQ is three fifth the distance of OP we will have $OQ=\left(\frac{3}{5}\times{x}, \frac{2x}{3}\times{\frac{3}{5}}+2\times{\frac{3}{5}}\right)$ this will give us $OQ=\left(\frac{3x}{5}, \frac{2}{5}\left(x+3\right)\right)$ . The idea of the locus is that it is a path and that it also has to satisfy the condition since P can be anywhere on the line from the question which is $y=\frac{2x}{3}+2$ so really you are looking for a parallel line for Q that divides OP internally in the ratio 3:2.
