This is my first year uni at uts. Say i want to change my course to a different course now. Would i be allowed, and if yes, how?

I don't think you can change now.

You can transfer out halfway during the year to the other course and they will use your ATAR.

If your ATAR wasn't high enough for the other course you want to do, you will need to wait til the end of the year where they will use your GPA to transfer.
