yes it does. if you only said implement a tax and trading scheme, i think that only counts as one measure. so you would 2 marks at most. unless that was only part of your answer

When arguing its effectiveness i said it was limited because of:

Time lags, inability to control individual sectors, pre-emptive tool and therefore they must try to accurately 'guess' what will happen e.g basically no one can predict europe so it is ineffective and limited in that sense.

Can someone confirm this is correct?

(obviously i talked about how it is a good macroeconomic tool aswell)
what does pre-emptiveness mean as ive never heard of that term.

also isnt the time lag really minimal. it takes only 1 month to change and is implemented pretty quickly i think

I talked about the time lag too, but also wrote about the monetary policy's influence on the exchange rate, aggregate demand, domestic eco growth, inflation and our CAD... I thinK i went well off topic....

so is that ok , if i explained well???
lol

what was your response for the 5 marker as well about the trends and stuff of int business cycle..
i talked about domestic interest rates, how economic downturns affect other countries, tncs's etc?

i went along those lines too, but from the people i have asked, it seems as though we are kinda on the minority (atleast i think so).

Pricing of emissions and imposition of property rights would have suffice.
