I'm not sure if this is the right section, but what is the difference. Is describe just a tiny bit more in depth.

I know but, as it says, both are talking about just features. Also, in the examinations, they're pretty much always both out of 4 or 5 marks.

hmm i think describe it more in depth. not just a little more, a lot.
outline is usually a lot of information in general terms, describe is usually fewer point in great depth.

i might be wrong though.

Really they're the same meaning, but what you write depends on context of question and subject.

I've never seen a 4-5 mark outline question.

I'm basically looking at it this way:
Outline: You identify the concepts involved
Describe: You identify the concepts involved but you also define and explain them to some degree

you don't see the higher mark outline and describe questions, what else would my point be?

Outline the events leading up to the collapse of the Weimar Republic.

Describe the events leading up to the collapse of the Weimar Republic.

In doing one you really do the other as well.

True. 'Outline' is really the precursor to 'Describe'.

But you realise you would NEVER, and I mean NEVER get 'Outline' as the directive term for that Q, and also unlikely you'd get 'Describe'

We would be much more likely get 'Assess' or 'Evaluate'.
