I assume it's similar to other HSC papers in which case as long as it's not dependent on a preceding response, no reason you can't jump around. I never did extension 2 maths but in the other subjects I was happy to jump around.

The order you do them in doesn't matter, but I'd recommend you still answer in the "right" order - just leave space if you're unsure and come back to it later.

It's much clearer to the markers what part you answer where if you keep them in order.

You can but it's pretty risky. I did it in my trial exam i.e. I did 13 (a) (i) last and they marked it correct. However, they didn't count that mark when they counted up all my marks. I got my mark in the end because I complained but in the HSC you don't know if they forget to count it so there's a slight chance you could lose marks.
