Evaluate the effectiveness of the legal and non-legal responses to the issue of drug law reform.

The above is the question, I need help as I don't know where to start. I also need a case as an example - I'm claiming that legal and non-legal responses are mildly effective. Can anyone help me out, how should I start? Any example essays?

Well Kol for non-legal responses you could use any advertising campaign like Just Say No, or school syllabus'. You'd just need to find stats to evaluate their effectiveness. For legal responses ummm fines could count.
