Equilibrium constant tells you 'how much' towards which side of the equation equilibrium is - it gives a number.

It depends on which product the equilibrium will favour. If we increase water, it will favour its conjugate base which is the OH ions but if we increase HCl, it will favour the production of HOCl which is why the answer is B not D.
