What is the most effective way to structure a legal essay?

It is hard to say, as each different essay entails a different structure. I normally base my generic essays on Justice = Fairness, Access, Consistency and Equality... or JFACE for short I try to include at least 6-8 pieces of legislation, 6-8 cases and 3-4 media reports or other quotes/statistics

for family depending on the question, ide say look at the family 'life cycle' marriage, kids, divorce, separation, division of property/child protection etc. as a way of setting it up, apart from that, its really dependant on the question

but yeah for EVERYTHING, legislation, cases, media, stats etc. + criteria to judge effectiveness on, i.e. CRAPEE
Compliance, Resource efficiency, Access, Protection, Equality, Enforcement etc/

I usually structure it based on a topic
e.g. consumers = credit, technology, product certification....
family = child protection, child maintenance, domestic violence....

and i weave the criteria/syllabus language within the paragraphs
