If a course has no vacancies and people accept main round offers but then withdraw in late round thus opening up vacancies does that give a chance for final round offers.

Technically yes, but its highly unlikely for more popular courses (ie. B Comm @ UNSW its near impossible).

Many people with multiple offers don't withdraw until AFTER the final round anyhow, so they have as many as possible to choose from. They could essentially accept 3 spots at 3 different universities and un-enrol from 2 their 2 least desired later.
