It really depends how you define "flat-chest".

I reckon small boobs can look great, particularly on a leggy, slender girl. Its all about the proportions really. Someone who has broad shoulders for instance, looks better with larger boobs because broad shoulders can otherwise look a little masculine... Someone who has narrow shoulders however, may look nice with both small or large boobs.
