Does vector sum only cancel out if the same elements are present?

Given the molecule is symmetrical, I believe so. The net vector will be in the direction of the more electronegative element in a linear molecule for example.

To completely cancel out, it needs to be the same elements but if they're different, then the net vector will be the sum of all the vectors.
