Education. The more educated people get, the less children they have. Also, wealth creation. Likewise, the wealthier people get the less children they tend to have (you'd think its the other way around but its really not- poorer people tend to see more children as "security").

Reminds me of that surgeon who said doctors shouldn't operate on smokers who refuse to quit :p (good idea btw)
