you can transfer, its just not guaranteed. It means you have to compete with everyone else for what vacant spots are left AFTER the guaranteed's have gone in

apply anyway, but as far as I know there is no way you'll get the transfer unless you get credit average...

1.4.1 - Guaranteed course transfer

The University will guarantee an internal course transfer for undergraduate students provided that:
* they have successfully completed 40 credit points; and
* have attained a grade point average (GPA) of greater than 5 (which equates to a better than credit average).

the other form u talkin about is applicatoin to transfer
which is only used for people transfering from a double degree to a single degree..
or a change of home campus for the same subject
or change of key program within the same degree

when u apply for the transfer all u need to fill out is the transfer form....
but if you get the transfer and enrol in the new course you've gotta fill out the HECS & other forms....no big deal
