So it looks like I am going to have to have a (regrettable) gap year in 2013 in order to earn the $21.6K needed for Independent Youth Allowance.

In terms of University and on campus college applications, is it advantageous to apply and defer rather than apply next year?

Also, I've heard that certain scholarships can be lost if you choose to defer. Can anybody elaborate on these points? Thanks

It is definitely better to apply and defer so you know you definitely have a place in your course- because you never know atar for a course might jump substantially in just a year. Also if you change your mind during the year you can simply apply again, accept the offer the following year and cancel your deferred one.
And yeah most scholarships cannot be deferred.
