cuase you get a certificate at the end and it is a subject that can be started in either 11 or 12, and all assessments in it can be tested within exams eg. Hospitality, all topics study thourhgout both 11 and 12 can be examed and will not contribute to your assessment mark. But a sunject such as accounting all assessments passed and failed contribute to your assessment mark.
