Yes....but we're talking about why there are vacancies in the main round when it was released (ie, before people could accept/reject them), when there have only been very few offers made in the prelim/early round.

If you received no offers but qualify for a course in terms of UAI but did not apply for it, then you do not automatically get offered that course just because you receieved a UAI over the course cutoff.
The general (mis?)conception here was that the last person that filled the quota who applied, and qualified, was the cut off. See here

the unis are just being a bitch making Vacancies for late round, because they dont want to have their cut offs for main round look that low. They have this reputation to keep to, coz the cut offs for main round goes in the uac guide and that influences the next year of hsc students choices. Basically unis r just trying to make their cut offs look higher/better for the main round. Pretty shifty aye.. they also get desperate and even accept non recent school leavers from other unis with just a pass average, in order to fill their places, as they are stubborn and refuse to set the uai cut off any lower than what it is. why? motive is to compete with all the other unis, for wat??? well who knows.. jesus loves you.

of course not. with a uai of 99.75, that person is capable of achieving far greater than a pass average in commerce.. he/she must be slacking off the 1st year off uni or just being really lazy.
it shows in the difference from uai and uni marks.
