If an atar is based on rank.. then how does the atar calculator work if you merely put in your raw HSC marks?

It uses data from UAC on the ATAR reports & scaling tables.

It's a rank out of the state.

ATAR calculators are designed to work out your ATAR from final marks, not raw internal marks. They are most useful the day before the ATAR's are released when you know your final marks.
